This is Finland’s first study based on bird radar data to examine bird behaviour before and after the construction of offshore wind turbines.

The study, published today, is the result of collaboration between Suomen Hyötytuuli and One Planet. In addition to analysing bird flight volumes and routes, the project has compiled best practices and recommendations for the use of bird radar.

“The data from the bird radar show that birds are capable of altering their flight routes in the vicinity of the turbines, keeping the risk of collision low,” says Petteri Mäkelä, Environmental Manager at Suomen Hyötytuuli and an avid birdwatcher.

Bird radar technology has been used to monitor bird life at the Tahkoluoto offshore wind farm between 2017 and 2023. The current study is based on data collected between 2017 and 2021, covering approximately 2.83 million recorded flights. The study compared bird behaviour before construction and during the first four years of operation in the vicinity of the wind turbines. The study is a significant step in understanding the environmental impacts of offshore wind power, as bird radar technology has facilitated round-the-clock monitoring in all weather conditions and complemented traditional field observation.

The study suggests that birds learn to identify the location of the turbines and avoid them effectively, reducing the risk of collision. At rotor sweep height in particular, flight volumes were found to have decreased following construction. At lower altitudes, birds continued to fly through the wind farm but made subtle adjustments to their routes to avoid flying in the immediate vicinity of the turbines.
“In light of the radar data, it appears that birds do not abandon the offshore wind farm area on a broad scale; instead, they learn to navigate around individual turbines at relatively close range. The observed impacts have been smaller than predicted by theoretical models, and monitoring of the local breeding bird population has shown no signs of negative effects at the population level,” says Amanda Pasanen, Lead Specialist at One Planet.

“While the Tahkoluoto results are encouraging, it is important to bear in mind that offshore wind power may also have more indirect and harder-to-measure effects on bird life. Avoidance manoeuvres may increase birds’ energy use, and the long-term effects of this phenomenon still require ongoing monitoring,” Pasanen continues.

“Bird radar has proved to be an effective tool, particularly in coastal areas where bird density is high and where it can also support operational risk management, such as activating turbine shutdown mechanisms. It should be noted, however, that radar does not replace biological expertise or field surveys; the best results are achieved by combining different methods,” says Mäkelä.

Due to the limitations of contemporary technology, radar monitoring is currently best suited to coastal areas, and extending its use to open-sea projects still requires further development. It is important that extensive datasets such as those from Tahkoluoto are used in the future to validate theoretical models and refine the precautionary principle. Transparency and data sharing between researchers and authorities is essential in order to reach a comprehensive, research-based picture of the impacts of offshore wind. The Tahkoluoto data provides an excellent foundation for this and helps ensure that future offshore wind development takes place in accordance with environmental values.

The joint project by Suomen Hyötytuuli and One Planet has been funded by Ålandsbanken’s Baltic Sea Project. “Understanding and minimising the impacts of offshore wind power on the bird life of the Baltic Sea calls for advanced solutions. We see the use of radar systems as an integral part of offshore wind development. Ålandsbanken is committed to actively promoting the green transition while at the same time protecting the biodiversity of the Baltic Sea,” says Anne-Maria Salonius, Director of the Baltic Sea Project.

Study report (in Finnish)

Further information

Petteri Mäkelä
Environmental Manager, Suomen Hyötytuuli
petteri.makela@hyotytuuli.fi
+358 40 0187028

Amanda Pasanen
Lead Specialist, One Planet
amanda@oneplanet.fi
+358 40 9611330

A study examining the effects of the Tahkoluoto offshore wind farm on bird flight volumes and routes suggests that birds are adapting to offshore wind power.
